I'm living in Newburyport Ma. and was wondering if anyone
out there knows of any interesting places where one can
go nude on the island, or near there ?

Is this refuge a State or Federal area? If Federal, I was under the
impression that there are no laws for or against clothes off.
Are there other areas of the refuge that can be used during July to
Labor day?

National Wildlife Refuges do not have a uniform policy regarding
nudism. Your example at Parker River is the typical approach.
The NWR at Trustom Pond, aka Moonstone, is similar. The NWR at
Assateague, Virginia, is something else again, and has elected to
enforce the rules of the local county (Accomack) in which it is
located.
Amongst the Feds who control land, the Forest Service is the most
enlightented in my opinion. Next comes the National Park Service.
Then the Wildlife folks. And last, the Bureau of Indian Affairs.
There are lots of exceptions to this ordering. The Federal model
seems to be one of centralized policy with distributed execution.
I think it would make an interesting topic in itself to note and
compare these policies.
