Does anyone know whether or not there is a way to communicate with
people in Queens Park (Provincial Gov't in Ontario) via E-mail? X.25 or
x.400 and if yes what is the E-mail syntax.

That depends on who in Queens park. MPP's and their staffs have
internal E-mail that I don't think is connected to the outside world.
For other silly servants it varies from Ministry to Ministry.
There is a central consolidator for e-mail in the Ontario Civil Service
called EPO (it runs on Mailbus on Vaxen BTW) but use of it is optional.
A good first shot would be to try that. Addresses are of the form:
<surnam><gn>@epo.gov.on.ca
where <surnam> if the first 6 letters of the persons surname and <gn>
would be the first two letters of their givin name:
