DEC FE has a DECserver 700 Revision B05 which will not boot. Each
time, the LED display proceed to a "5" and then displays a "P". The FE
is adamant that the figured displayed in a "P". Cannot find any
reference to a "P" in the DS700. Please advise what does this "P"
means.

If you had a terminal on the console port you'd have figured it out. "P"
means that the Ethernet interface external loopback test failed. Do you
have the DECserver connected to a valid network or proper loopback device?
