I'm trying to attach to a remote Oracle7 database. I can get to
a local one in my oracle DSD by entering a USER, PASS, and a local
database name as shown in TNSNAMES.ORA, but I can't figure out how
to hook to a remote one. What should my "connect string" look like
in my DSD if I use SCOTT/TIGER@TCSUN2_V7323 to successfully connect
to that database in SQLPLUS?

I tried that. Subsequently I found that I was running into the
problem in note 2928.
