|  |     Senate Bill 96 passed the state senate and is in committee in the 
    house. This is the statewide concealed carry bill. 
    
    The Gov. has promised a veto if it gets to his desk. He says it needs a
    provision that will allow the issuing LEO the ability to refuse to
    issue a permit if he/she doesn't think the citizen 'needs' one. FWIW
    I have emailed the Gov. to voice my disapproval. 
    
    I was interested to read in the Gazette that the Sheriff was against
    this bill. In view of his 'shall issue' policy I don't understand what
    his objection might be. Whats up wit dat?

Anderson has two problems with the bill that I know about:  One is that it will
allow under 25 year olds to carry.  The sheriff points out that a lot of crime
is comitted by people in the 21-25 range, and concludes that they should not be
able to carry, versus the way he should look at it and see how much of a problem
other states have with the 21-25 year old crowd that are allowed to carry
(answer: zero).
Secondly, Anderson doesn't like the fact that under the new law the Sheriff
cannot arbitrarily deny permits.  Because Anderson is currently operating under
a "may" issue, he can simply say "no" to any applicant that he doesn't feel
comfortable with (such as 21 to 25 year olds, for example).  Because Anderson is
more-or-less a "good" guy, this works out well (for the time being), but by
allowing sheriffs this power in the new law, Sheriffs like Sullivan, who are
uncomfortable with *any* non-police officer carrying, would simply use it to
deny *all* applicants carry permits, which means that we would gain nothing.
