What version of the server software can give out V7 licenses for
clients is there any min. version required?

The following comments are made with the assumption you are talking
about the new PWXXWINAT07.00 license.
I believe we only tested handling of the new PWXXWINAT07.00 license
with V5.0E since that was the current version at the time of the
release.
That said, I don't believe any code changes were necessary to be able
to have the license server load the new license, therefore I wouldn't
be surprised if earlier versions will also be able to load and handout
the new license.
