Where would I find the bit time delay values through the various DECHub
repeater modules and backplanes.

All the repeater modules are designed and qualified to operate within
the limits of the 802.3 specification. Therefore the delay from any
one port to another is less than 8 bit times regardless of the repeater
or configuration (e.g., whether or not multiple repeater modules are
acting as a single repeater using a backplane flex channel).
