It's part of the DEC ELAN MIB - in particular, the efddi group.
Available, like all other hub900 publicly accessible documents,
on gatekeeper.dec.com (also accessible as ftp.digital.com recently),
directory /pub/DEC/hub900. MIBs are in the mibs subdirectory,
see README file there for more info.
