Is it ture that the DEChub 900 multi-switch backplane will eliminate
the Ethernet repeater rule with future firmware upgrades? If so I need
a white paper explaining this, and where can I get it.

Firmware has nothing to do with it.
For the purposes of calculating repeater rules, any number of repeaters
connected via a Multiswitch flexible channel (IMBs, in the case of
Ethernet) are considered 1 repeater.
NOTE:
The Thinwire still follows the rules it did for the DEChub90
