I guess this disk contains the CPM-Z80 emulator.
There is such an emulator that gives you the ability to run software
written for cp/m. cp/m was THE 8 bit operating system for the 8080 and
Z80 processors before MS-D%% aera.
The emulation on the Atari is very good but slow. As far as I know the
emulator is also available from various people in easynet-land...

sounds like your diskette contains the format program of the CP/M
emulator which will init floppies in CP/M format.
