    Therefore, to whom it concerns,
    If you are going to disseminate information from this notes file,
    which I strongly advise against, in the first place, please do not
    send the text of the note verbatim.  Also, under no circumstances
    indicate that it was ``posted within DEC.''  Those who spread such

    its validity (I doubt this is legally possible, but...)
    
    I don't fully understand the legalities of this issue, but I don't
    really want to understand them either.   Therefore, I fully expect all
    participants of this notes file to take all resonable actions to avoid
