|  | I feel compelled as a moderator of this file and a manager at DEC to
point out that no matter how noxious this gentleman's words are,
sending him hate mail is harassement and can get you into very
big trouble.  Please find some other way to handle this problem.

    	Sending hate mail and sending mail explaining your displeasure
    	at his note are two different things.  I sent the man mail 
    	explaining that since I do not know him or his noting style
    	I would try not to get too upset.
    
    	I simply told him that I thought his comments were inhumane
    	and uncalled for.  Even if his comments were made in jest
    	they are not funny and I'm sure they are not what the base noter
    	was looking for when they posted the note.

Yes, there is a difference between hate mail and explaining your
position in the normal world.  In the DEC world, harassement is
defined by the person feeling harassed.  If that person says "Stop
what you're doing, I feel harassed" and you continue, then you are
guilty of harassement whether you feel that you have done anything
untoward or not.
Individual people, and this notes file as well, could get into alot
of trouble if the person who wrote that cat-hating note decides to
go to personnel.  I don't want it said in any way, shape, or form
that there was anything in this notesfile that encouraged employees
to harass another.

Since some of you may not know what the corporation's rules concerning
harassment are, I am going to include some of the official policy on the
subject. In a nutshell, if an individual feels harassed and asks the other
person to stop, that other individual can be subject to disciplinary action 
if they don't stop.  It's that simple.  The definition of harassment is in 
the eyes of the person being harassed and is not limited to racial slurs 
or sexual harassment.  This comes from Personnel Policies and Procedures 
Section 6.03. 
"It is the policy of Digital Equipment Corporation that all our employees
should be able to enjoy a work environment free of discrimination and
harassment.
"Harassment refers to behavior which is personally offensive, impairs
morale and interferes with the work effectiveness of employees.  Any
harassment of employees by other employees will not be permitted,
regardless of their working relationship.
"This policy refers to, but is not limited to, harassment in the following
areas:  (1) Age, (2) Race, (3) Color, (4) National Origin, (5) Religion,
(6) Sex, (7) Handicap and (8) Veteran Status.  Such harassment includes
unsolicited remarks, gestures or physical contact; display or circulation
of written materials or pictures degrading to either gender or to racial,
ethnic, or religious groups;  verbal abuse or insults directed at or made 
in the presence of members of racial, ethnic or minority group.

"Individuals who believe they have been subjected to harassment from
either a co-worker or a supervisor should make it clear that such
behavior is offensive to them.  If the behavior continues, they
should bring the matter to the attention of the appropriate manager
and/or their Personnel Representative.
"In fulfilling their obligation to maintain a positive and productive
work environment, managers and supervisors are expected to halt any
harassment of which they become aware by restating the Company Policy 
and, when necessary, by more direct disciplinary action.  (See Corrective
Action and Discipline Policy 6.21.) "

    If your going to extract the base note, please delete the topic from the
    directory.  There is nothing more frustrating then to read all these
    replies when you have no idea what is being discussed.

    When I do a directory of the notes in this conference, the title field
    is blank. The problem that you are describing is a known problem in
    previous versions of the NOTES software, ans is fixed in the most
    current release. I suggest that you ask your system manager to install
    the most recent version of VAX NOTES.
