A friend of mine has two grey tabby kittens, about 3-4 months
old. One of the kittens is constantly licking and chewing on the
other kittens ears to the point where the ears are turning brown.
Anyone have any idea why this is happening? or even more important
how to stop it?

Are you sure the ears are brown because of the licking or something
else? Ear mites make brown/black gunk in a cat's ears. Maybe one
cat has ear mites and the other is licking to try to get rid of
them, which after enough of the licking might mean that the second
kitty gets ear mites.
If you look inside the ear and see brown/black ear wax/gunk, then
take the cat to the vets. If ear mites go untreated, they can cause
deafness.
