    I have a customer who has PCM 1.6 and his startup fails. Nothing
    really starts at all, not the daemon, controller, notify, etc.
    
    I turned on console$debug (all) and got the following information:
    in the console$startup_console_daemon.log file:
    
    $@sys$startup:console$startup
    ...........................
    CONSOLE$DAEMON: Termination Mailbox created (status = 1), channel = 240
    CONSOLE$DAEMON: Termination Mailbox unit = 286
    Console Manager shutting down at user request
    Termination mailbox message from unrecognised process (pid = 794821038)
    ...........................
    
    He was BYTLM set for 131000, and he only wants to monitor 18 systems,
    so I think this value is ok.  
    
    PCM 1.6  AXP VMS 6.1
    
    Any ideas?

	The only thing I can think of is that the PCM license is not loaded or enabled. Dave
