       Not sure what the problem is, but will take a look at it. If you
    want, you can tell the customer to set an environment variable and then
    restart the C3. This will dump the watch command as well as the stop
    watch command. The environment variable is CONSOLE_DEBUG and can be
    set to anything such as 1 or true.

I enabled debug on the system and when the watch process started I got the 
following output:
C3: Watch Command dump (4 args)
    argv[0] = /usr/opt/DCR150/bin/OSF/console_watch
    argv[1] = -output
    argv[2] = /usr/users/dave/temp
    argv[3] = ALL
C3: Watch PID: 1763 (000006E3)

When I stop the watch process the following is output:-

C3: Stopping watch PID 000006E3
When stopping the process is seems to use the wrong PID ?

        It appears as though the PID is correct (6E3). According to the
    base note, the watch process never terminates and the C3 crashes when
    the user tries to start the watch process for the second time. 
    So the question is, what do you see for output when you try it again?

When I stop the watch process, it fails to actually stop the process. When I
select option watch again, the option start is the only available option. When I
start watch a second time, I see (with debug on) the process starting and I
enter the watch facility interface. Then the C3 window core dumps and I am left
with a core file, no C3 window and two watch processes still running. There is
no further output from CM after the second watch process starts.

        Well, I'll have to look at the code and see if I can figure this
    one out. Are you testing this internally? If so, would you be willing
    to test out a potental fix? It will be in the new C3 which I hope you 
    also will not mind testing.

I can reproduce this problem on an internal system and would be more than
willing to test a potential fix and the new C3. I am running OSF/1 v 2.0
