I have seen the notes about define the break key. I cannot halt a
system from any window. I upgraded to 1.5 I type ctrl/p and I am
asked to transmit a break I say yes nothing happens. How do I
simply halt a system from the console manager window.

Does your system expect to see a BREAK SIGNAL or a CONTROL-P to
  halt it?
If it expects Control-P then set your break-key
               TO ANY VALUE EXCEPT CONTROL-P
If it still doesnt work, then please tell us what system you
are managing along with the type of connection you are using
to manage it (TELNET, LAT etc.)
Cheers,
Phil
