I have ODE up and running on a new system.  I have just copied all the books 
source pools from hunch to a disk on the new system.  Dick modified 
local.sharedsandbox and shared.sharedsandbox and modified the submit host to be 
the new system name.
To test, Dick checked out a file, edited it, checked in the file, and submitted 
it.  On the submit, he got the following error:
	books.ptbbl00:prog_tools_gd> bsubmit ch-sccs.sgml
        	ODE_SERVER: DECode client is not authorized!
        	ODE_SERVER: Are you in a workon?
	books.ptbbl00:prog_tools_gd>
Yes, Dick does have a valid kerberos ticket, and yes, Dick is in a sandbox.
Is there something else we need to change?

Did you run /usr/sde/install/ode install when you got the system up?
Did the server go down after the workon was entered. If you exit and re-enter
the workon does it still give this message?
