The documentation regarding file-specific makefile flags
is misleading. Version 2.0, Nov. 1992, section 9.1.1, P. 9-2,
Conventions for Variables, uses the example of foo_CFLAGS.
I discovered that it is necessary to set foo.o_CFLAGS.
