What is your usr/sde server? Did you look at the permissions on:
/usr/sde/ode2.0/tools/alpha_OSF1/lib/rcsauth?

cm1.x cm5.h cm5.x cm_atm.c cm_atm.h cm_bdy1.c cm_bdy5.c cm_err.h cm_gen.c cm_ge

alphanzo> ls -l /usr/sde/ode2.0/tools/alpha_OSF1/lib/rcsauth
-rwxr-xr-x 1 8887 10 393216 Feb 17 1994 /usr/sde/ode2.0/tools/alpha_OSF1/lib/rcsauth*
When i tried checking in the files 3 to 4 at a time the problem dissappeared.
Looks like something transient.
