What would it take to get DOCUMENT to build a manual in two files,
left and right hand pages, so that we could more easily produce
double-sided documents?
Has any superstar out there written a utility to separate LN03 files
into their left and right pages? Is it possible?

This has already been discussed in topic 391.* (in response to the
same question put forth by you).
(Kinda had a familiar ring about it, didn't it?)
As noted in that sequence, this has been tagged for the wishlist
for future versions.

Possible? I think so -- but made more difficult by the fact that
font definitions and downloaded rasters may be imbedded throughout
the file, so that such a program would have to be prepared to copy
every font definition to both outputs, and be aware of the redefinition
of fonts when a new font load occurs.
I'd love to have the time to do it myself, but it doesn't look that
way at this point. Too many wishlist items. :-)
