I am having problems with double running headers.  I am using the software
specification doctype.  In my routine section I have specified the
set_template_routine tag, with the doublerunningheads argument, but I am not
getting my routine name as the second header of the document, as specified in
Volume 2 of the User Manual, Page 14-143.  Am I doing something wrong?

    No, there is a bug in the document DESIGN file. I will post a fix
    for this after the BL9 kit is made available.
