I tried to use the <contents_file> tag with the /contents qualifier. This
worked fine, if I specified the destination as LN03, but the contents file was
not added to my output file when I specified MAIL as my destination. I am
using BL8. Why doesn't this work with all destinations?

Because it hadn't yet been finished at the time the kit was
distributed. It has now been done (for all the monospaced
destinations: LINE_PRINTER, MAIL and TERMINAL), and will be in V1.0.
I suspect this deficiency was duly noted in the release notes for
BL08, although I don't have a copy at my fingertips.
