In the kit my system manager installed, I found the file:
doc$local_formats:CUP_designs.dat
which I promptly renamed to DOC_designs.dat. What my system manager
doesn't know, won't hurt me.

The message is really a warning, though it looks fatal. The DOC
part is W, and the RMS part is F. You get the message because we
have determined that
1. the logical name DOC$LOCAL_FORMATS is defined
2. We assume it exists as the location of a DOC$DESIGNS.DAT file
3. There isn't a DOC$DESIGNS.DAT file there
so we issue a warning and go on.
The CUP$DESIGNS.DAT is a valid DOC$DESIGNS.DAT and needed renaming
on machines that didn't have existing files from Base Level 6. (we
didn't want to distribute a new file called DOC$DESIGNS.DAT because
it would have wiped out existing files...)
