When used in tables, <FINAL_CLEANUP>(LINE_BREAK) causes right 
justification to be lost, so the line just before <FINAL...> comes up
too short. 
Also in tables, <KEEP> sometimes keeps the word on the same line, 
causing the line to be too long. 
I used these tags in a two-column table processed with the
GENERAL doctype on an LN03.  No other doctypes, devices, or 
text was tested.

    The short line is a bug. The macro output for
    <final_cleanup>(line_break) assumes that text is ragged-right. Will
    fix. 
    
    <keep> = <keep>.
