A moderator is a user who is granted MODERATOR privilege. This privilege
is granted on a per user per conference basis.
A moderator has two responsibilities:
1) final authority on content or direction of the conference
The moderator announces the conference, states its purpose and
identifies major topics for discussion.
The moderator may decide which topics can or cannot be discussed.
He/she may determine that a topic should be taken offline, and
post a note stating as such. He may also restrict access to the
conference and create keywords.
2) full delete privilege in the conference
Usually, only the note writer can delete a note. The moderator
may delete a note on behalf of someone else, or if he/she feels
the note is inappropriate, can either deleted it or mark it
"hidden". The moderator can also add messages and changes
titles.

1) Never open a conference you moderate ... it could possibly mean
trouble for you in the form of EXTRA WORK.
2) Always caution users not to use crude language, and threaten them with
bodily harm if they ever use those dreadful THREE LETTER ACRONYMS, or
words the moderator doesn't understand.
3) Never let noters type in upper case unless they want to aggravate all
the other noters, who for some reason think that the noter is yelling.
4) Moderators should ALWAYS use upper case letters because all moderators
are grouches and grouches basically yell a lot.
5) Encourage heated debates, and when ever possible, start arguments,
then quickly drop out of the conversation.
6) Appoint 6 moderators on random rotation to keep the noters really
confused, and never really sure who's in charge. (This really helps to
avoid the EXTRA WORK problem I told you about in 1). But see, you've
already failed the test of a true moderator because obviously you're
reading this note, hence you've opened the conference.

At the end of August, my group in the US Sales IM&T organization moved
