		Yes, we have some courses we are planning to run at night

    	The travel restrictions which have been placed on all of US MCS
    	make it nearly impossible to offer this type of program in other
    	locations.  Perhaps we can do something like this if the travel

    If Microsoft can do regular four hour training events via satellite
    using digital locations for coursware delivery on several continents
    why can't MCS training, one might ask.
    
    We have the technology, customers like Xerox, are willing to pay to use it

    How about computer-based or self-paced courses?  Many different topics
    can be studied without having to be in a classroom.  The travel
    restrictions are just forcing the fact that we are not using current
    training methods.

    There's a sales skills workshop "Proposing Value" that we normally offer 
    as a two-day session.
    A group has asked us to run it as a two x (afternoon + evening) session,
    starting at noon each day. 
    
    That gives them a morning in the office each day before they come to
    class. 
    
    If it goes well, we'll probably offer it as a routine alternative. 
    
    We bring this training to the audience at their offices, so long as
    they have adequate training space: I realize some of the courses aren't
    so mobile because they need a room full of equipment. 
    We only ask participants to bring their laptop pc's. 
    
    We're looking at self-paced courseware for related knowledge aspects, 
    but this core training requires a classroom environment. 
    
    If we have problems with this "second shift" format, I'll post another
    reply here next week.

    Within a year or two, and available from third-party courseware
    providers (and possibly even DIGITAL if we will it), there will be
    instruction-by-subscription available via the World-Wide Web.  It won't
    be full-motion video, but there will be hypertext links to graphics
    (inline or external), short audio clips, and possibly short video
    clips.  Access will be, as I said, by subscription -- they will
    authorize certain clients to enter their information server.  Clients
    will be able to "take" these courses anytime.  Authentication and
    copyright-violation via downloading will be among the issues to be
    solved, of course, but these WILL be solved.
    

    We are looking into a variety of non-classroom alternatives for the
    delivery of learning.  As is the case with info delivered via the
    Internet, some things work that way, others won't.  Our challenge is to
    pick and choose our spots, and then design well.

    If the training mentioned in this string is of an optional nature and 
    is meant to allow employees to prepare themselves for future job roles, 
    then it's great that the company is making such training available.  

    My guess, however, is that this training truly isn't optional but that it 
    provides the skills/information that people need to meet their current 
    work assignments.  If I'm correct, then I don't see much positive in 
    offering this training in the evening.  Employees should be able to take 
    required training on company time, not personal time.   If MCS needs its
    employees to take such training, then MCS should provide the supports
    that allow employees to take the training during regular business
    hours.  
               

    While thinking of providing training at night, Digital Learning
    Services may want to consider using satellite technology (to expand on
    what 2967.4 said) for educating Digital employees.  I know of other
    companies that are members of a consortium that allow employees to earn
    university credit at their work place.  The courses come from a variety
    of universities. 

PROs:

1. Employees may not have to travel to Digital training as much (save $$).
2. Employees (and therefore Digital) would be more in-touch with what is 
   going on in the industry.
3. Employees would receive credit for the courses taken.
4. More employees could take advantage of education to improve themselves 
   (and therefore Digital).
5. The satellite link could also be used by DLS to deliver DEC courses.
6. The satellite link could be used for other things. For instance, 
   product announcements or information from senior management (It's 
   easier to do what the company wants if we know what it is.).
7. Create relationships with universities so that needed courses are 
   taught.  We may also be able to get more Digital computers in 
   educational environment. (What we use in college is what we want to use 
   in the "real world".)

CONs:

1. Price of setting up satellite equipment at each site.
2. Price and effort to administer the program.
3. Effort to work with universities.
4. No quick payoff - multiyear return on investment.

We already have DVN.  The equipment is in place.   Sits idle most
of the time.

Production costs are quite high because we insist on fancy production
values, so it doesn't get used much.    And the old technology
receivers we use make it too expensive to install at small sites.

I would hope we would do it differently were we starting over today.
(Anybody in charge of such a thing is invited to contact me for
details.)

    As I said earlier in this file, we are investigating a cost effective
    strategy for using the DVN network for the delivery of training.  The
    problem in the past was that DVN was primarily a passive medium. We
    could set up 800 numbers, but that usually doesn't work too well.  
    
    Now we are going to pilot one way video and two way audio.  This
    promotes far more interaction, and the instructor can use real time
    data collected from students during the broadcast.   
    
    We are also going to pilot a two way video and audio strategy 
    (teleconferencing). The company has used this for meetings, but not for
    training.  This will change over the next few months. 
    
    In response to the << And the old technology
    receivers we use make it too expensive to install at small sites>>, we
    have over 160 downlinks in the US alone. The problem isn't lack of
    equipment, it has been lack of motivation.  Given the current cost
    constraints, this has changed.  We also have a few people whose job it
    is to look at how we use these technologies to reduce centralized
    classroom training.

Digital already is a member of the "consortium" NTU...National
Technological University.  This consortium of over 60 universities
offers MS degrees in many Engineering areas.   This is a "non-profit"
group with members such as IBM, Kodak, Xerox, HP, etc.  From what
I've heard, we're at the bottom as far as useage goes.

Ed Paterline (TPSYS::PATERLINE, 227-3742,  381-2357) is Digital's
rep on the NTU Advisory Board.  From what I recall we "pay-as-we-go"
vs "corporate rate" because each site pays for what they use.  Digital
as a corporation could not get one funder to pay the costs.  Now that
D&L is a single entity (of sorts), perhaps central funding could come
from them??  The corporate rate would be much more economical than
what we're doing today.

My impression is that just about every major site has an NTU satellite
dish.  Just here in N.E. there's HLO, MLO/PKO/MSO, SHR, LKG/TAY, and
ZKO.  I think there's still one at MRO but it's not being managed by
any training group.  I'm sure there are probably others.  I know that
the Andover equipment was up for grabs when they closed...don't know
what ever happened though.

NTU is just one of many programs.  They just switched to a new 
satellite that has many other educational programs on it.  If NTU is
not needed I don't think it would be too difficult to switch to another
provider.  Ed should be able to provide info about how many other sites
have NTU programming.

I know that D&L is researching this and you could probably get more
info/answers via the notesfile MEMIT::WORLDWIDE_DL.  

Another thing to consider is that there are many unsused cable channels
...and supposedly we're going to have up to 500!  It would seem logical
that an 'educational consortium' could lease a channel and reach out to
the home with their college programs.  What's to say that someone as
Digital couldn't have a channel for educating it's employees/consumers
and marketing products??

    If this training is in fact optional and available to allow the
    employee to grow, then I think it would be useful if the courses
    qualified for college credits, otherwise its probably more beneficial
    for a person to take courses outside the company.
    
    I have often wondered why we haven't been able to get some level of
    points or credits for internal courses.

    Probably because we don't get tested ...at least I don't recall being
    tested for any internal courses I've been to.  It's more of a seminar
    than a course.  This is probably easily remedied, though.

Regarding reply .12 about better technology for DVN -

I have tried to send you return mail to take you up on your offer to
talk about better technologies, but I get an error message.  And since
your note is not signed I cannot find a match in ELF.  

However, I am the manager of the Digital Video Network and I would invite
you to call (223-0364) or write me with your thoughts.  While we do have
substantial sunk costs in the network as it stands, we are always looking 
at other ways to distribute video as well as other ways to make DVN more 
useful and interactive.

Also, programming costs have come down, but can still be expensive.  We
have found that if production values are too low, some viewers find it
difficult to watch.  Afterall, most people are used to network TV.


Re: .11 

Much of what you mention is either already done or we have the potential 
to do it.  I am working with Development and Learning (you have heard from
Larry Israelite elsewhere here) to further utilize our existing infrastruc-
ture.  

Unfortunately, our KU-band antennae are fixed, not steerable, and we 
currently do our programming off of satellite SBS5.  If other companies 
or schools offer programming that is on another "bird" we have to turn  
it to our network (downlink it from their satellite and re-uplink it to
ours), which is precisely what we did with the Microsoft DevCast (and will 
do with their next one on June 21).  This is do-able, but not without cost.
Finding the appropriate sponsors to pay for that programming can be an 
issue.  But I keep trying.

The DVN sites for both US and Europe, and the US DVN schedule is posted in 
Livewire, under Video Communication, selection 8 on the main menu page.

I would be happy to discuss the network, its technology and its usage
