|  |     Any game of chance (raffle) where the profits are not directly in
    benefit of a charity or public organization are considered illegal
    in Texas, and the organizers (and participants) could be prosecuted
    under the Gambling and Racketeering statutes.  The only exceptions
    to the rule are Bingo and Para-Mutuel Racetrack betting (which were
    only recently approved).
    
    I would check the local laws *carefully* before engaging in this
    type of infernal, I mean internal fund-raising ...

each other (as is done at race tracks), rather than against "the house" (as is
done in casinos).
