    I believe that depending on the type of job  code  and  whether there is
    some one else in the corporation (STRIDE), it's on a case by case basis,
    
    As one of the individuals whose req.  appeared in  the  Globe,  and  for
    those reg.'s which are for the Salem plant, let me state  that  most  of
    the  req's  have been open for some time and due to the  nature  of  the
    plant  (which  I  really can't get into here) in the upcoming months, we
    had  to  go  up the management chain here in NIO (Plant Manager approval
    etc.) along  with  writen justification, in order to get the appropriate
    approvals to go outside and look.

|  |     Not being in management and not wanting to understand any of that
    sort of stuff my answer is certainly not legal in any way.
    
    The group of which I am a happy and proud member has hired many
    very good people from outside in past many weeks.  Doesn't look
    like there's a freeze of any sort on us and we still have some good
    openings.
    
    Of course, you have to deal with developing applications for the
    dreaded ALL-IN-1.  Maybe that's why we don't get internal people?

|  |                 A loose definition of a "hiring freeze".
                
                Times when one must demonstrate a  need for going
        outside to hire someone (i.e. an actual opening [complete with
        approved req] and legitimately not able to find someone inside)
        for a real job.
                
                A loose definition of a time of no freeze.
                
                Times when you can hire someone from outside on what I
        will loosely call speculation (i.e. they looked too good to pass
        up even though you don't have a specific slot to fill at the
        moment).
                
                In my 13+ years at DEC, I've seen many hiring freezes
        and simultaneously seen many people hired during them. Basicaly,
        if you have done your homework about your need and have honestly
        tried to get your req filled inside, then there is almost never
        a freeze.

|  |     It's seems that we are always under a freeze here...internal hires
    only and once in awhile they'll bring in some temps. he last time
    I remember the freeze being lifted was in the summer of '81'.

    	Bringing in temps can sometimes be to DEC's best advantage.
    If for instance you have an immediate need for 10 people for 3 months,
    and 2 people permanently after the 3 months, this can work very
    well. When the 3 months are up, you can choose from your already
    trained temps and get the ones with the best work habits. This allows
    DEC to see how someone works first hand.

|  |     Having been a manger I understand the justification for hiring
    during freezes and external hiring.
    
    Now-I have seen jobs listed in NY Times,Globe, etc.(I take a
    lot of papers) that I fit all the qualifications for and have sent
    my resume into the contact and have not heard a word.
    
    On a couple of jobs I was told there was a freeze/chill on.
    
    If there is a freeze chill on than shouldn't this apply to
    people whose jobs are phased out until the freeze/chill is over?
    In other words shoudl internal people be given the first opportunity
    and shouldn't they be allowed to continue to have a job until the
    chills are over?

|  |     As a Digital manager, I have been told (at one time) by management two
    levels above me that a particular group of openings would be made
    available to Digital employees ONLY as lateral transfers, and that even
    a deserving (yea, verily, even a PLANNED) promotion would not be
    allowed to fill one of these openings.  On the other hand, I was told
    that the same job openings could be filled from the outside at a *very*
    high level at a *very* high salary.  I'm talking about a large number
    of openings, and the restriction was imposed for the better part of an
    entire fiscal year.  I vigorously objected at the time, and still do
    not believe Ken would condone such treatment of our employees. However,
    the management who made that decision made it quite clear, and also
    made no apparent attempt to keep it "under the table." Personnel was of
    absolutely no help whatsoever; their response was, basically, he's the
    boss, he can hire whoever he wants.
