    This is similar to notes 1149, 2137, and 3824,  but nothing suggested
    in those notes has helped resolve this problem.
    
    MCC_STARTUP_DNA4_EVL.COM was executed and everything verified to be
    working.  Local sink and remote sink both set up on DECmcc node.  A
    separate remote sink was set up on another phase IV node with outbound
    stream pointing to DECmcc node.
