I have posted this problem already in this conference (#3437),
but I have no solution or workaround yet.
I still have on a customer site problems with "internal errors in MCC":
Nobody has had "internal errors with" MCC ?
Problemdescription:
I have set up about 50 NODE4 Alarm rules, all like:
node4 xxx circuit yyy circuit down > 10, at every 0:15:0 or
node4 xxx circuit yyy state <> on, at every 0:15:0
The rules run in a batch process.
I get regularly (but not always) alarm exceptions for different node4
entities with the message:
Internal error in DECnet Phase IV AM
( VMS V5.5-1, MCC V1.2.0 )
I have considered MCC_AUDIT.COM.
Where is the Problem ?

Solution: MCC_AUDIT !
PQL_MASTLM was too low ( must be 600 ).
( Due to a bug in AUTOGEN VMS V5.5 the value of PQL_MASTLM in
MODPARMS.DAT has been ignored, which I did not realize before ).
I set it now via SYSGEN, and the internal error never reoccured.
