SYMPTOM:  SQL/Services won't start.  User's see the following message on the
          terminal:
          Temporary file containing SQLSRV$SRV account info cannot be opened
RESPONSE:  Make sure that the logical sys$scratch is properly defined.
           SQLSRV$STARTUP.COM tries creating a temporary file called
           SYS$SCRATCH:SQLSRV$ACC.TMP as part of it's startup routine
           and if this logical is incorrectly defined (typo) then you'll
           see this behavior.
