What is the pw32 equivalent to "setup/copy" or "setup/forcenew"?
Is there any way to force all files be recopied?

SETUP /? will popup a dialog with all the switches which are
supported for the PW32 installation.
Use ALL CAPS when you issue these commands :
SETUP /FORCECOPY
SETUP /FORCENEW This is the one you want for all files to be
updated.
SETUP /NONETCPL Don't update the control panel
SETUP /NOSHORTCUTS Don't update the short cuts
The dialog will also list the various language switches.
