    I have a customer running ALL-IN-1 3.0 and VMS 6.0.  She does not
    believe there are any patches on her 3.0 system.  She is trying
    to create an ALL-IN-1 account for an existing VMS account.  The
    account does have a rights identifier on it.  
    
    The create procedure fails and the message sent back to the ALL-IN-1
    account is 'there is no identifier in the rights database for the VMS
    account used'.  The create log file and a1sub.log file do not contain
    any additional information.  Had the customer try to create an account
    with 'allin1/nocustom' and she got the same results.
