I have had several requests for creating distribution lists from text
files. Is there any way to read text files into ALL-IN-1 distribution
lists, so that users don't have to enter the names manually?

Yes it would be possible. For an example of how to create a
Distribution List see the script OA$DO:GS_DL_FROM_GROUP.SCP.

Further, it would depend on what format the text file was in.
A simple loop with DCL using FAO or ALL-IN-1 script to get a suitably
formatted file in the File Cabinet is all you need to do.
