I want to change the ALL-IN-1 mail header from "INTEROFFICE
MEMORANDUM" to "CHINA OFFICE MEMORANDUM". Would anyone know how
to do that. Any advice should be appreciated.

Have you tried modifying (in OA$BLP:) MAILMEMO1.BLP, MAILMEMO2.BLP,
MAILATT1.BLP and MAILATT2.BLP? Then recompiling the TXL?
Of course all of this should be done via CM...

... alternatively you could modify the INTER_MEMO symbol in
OA$BUILD:EM.A1$MSG (again using CM).
