I tried a DIR/TIT=ACTITEM and didn't find this one...
Is there any way to recreate a users actitem.dat?...(other than the
obvious, pulling one from a backup)

creates a fresh and empty file. I am afraid that
recovering its contents like we can do with PDAF or DOCDB is not
possible.
