Maybe it's no help but who knows .....
Have you already looked in OA$LIB_SHARE:OAINI.SCP or OA$SITE_LIB_SHARE:OAINI.SCP
for a line containing OA$TXL_SEARCH_ORDER.
What is the protection and location of DEVELOP.FLB ?
Do all users have access to forms of DEVELOP.FLB or only certain users ?
Do the users who have access to the forms of develop.flb an entry in the FRMLIB
field of their PROFILE Entry ?

|  |     What version of ALL-IN-1 are you using?
    
    With V2.3 or V2.4 all programmers (anyone with PRVAPP set in their
    profile) open DEVELOP.FLB automatically, so any form in that library
    becomes active and is picked up by ALL-IN-1.  Forms which are moved
    live are taken out of DEVELOP and placed into the live library (like
    SITEOAFORM).  This is done specifically to stop programmers having lots
    of forms in DEVELOP.FLB.
    
    Under V3.0 the behaviour is slightly different. You can set up your own
    Library search order files (.A1$LSO) and define what libraries are
    opened and where they should occur in the search order.

    The ALL-IN-1 version is 2.3 and it happened that the one who complain
    has also got PRVAPP, that's why he was looking at the form in the
    DEVELOP.FLB.
