If a non privileged VMS user, authorized to create ALL-IN-1 groups try
to create a group, he is unable to do it because GROUP_SHARE.DIR as a
protection W:RE and not W.

I've changed this protection and it works fine, but maybe there is
something else I missed ?

On another system it works without any modification on the directory
file... Strange, I will still investigate.

The protection was correct at W:RE. Please put it back to how it was.
You also need to get yourself up on the latest base level.
