    Hi,
    
    customer of mine wanted to spare time during the system startup
    of DECw. 
    
    He found out that SYLOGIN and LOGIN is being run two times when
    a DECterm is created, no matter if per hand or AutoStart.
    This behavior does not occur by invoking FileView. So he asks for
    the difference/need of this.
    
    He has VMS 5.3-1.
