Answer:
    No.
    
Details:
    
*PCI spec is 33mhz.
    
*Any option requiring to run under 33mhz is poorly designed and non PCI/PICMG 
compliant, hence unsupported, & a potential support minefield.
    
*Having said that, the bus speeds can be reduced (PCI 30mhz via j5) BUT: this 
reduces the clocking of other buses.
ISA bus @ 8.33mhz  (pci bus speed  / 4)
PCI bus @ 33mhz	    (host bus speed /2)	
Host bus @ 66mhz  
Processor speeds are multiple of HOST speed, (ie. 1* = 66mhz, 1.5*= 100mhz, 
2*=133mhz, 2.5*= 166mhz, 3*=200mhz)
So theoretically, to support the 25mhz PCI bus, the customer would require
     50mhz pentium (host @ 50mhz, PCI@ 25 mhz, ISA 8.33mhZ). Maybe.
The above is entirely untested and entirely not supported.
