Make sure that the keyboard type is set up appropriately in the X Windows
session manager. If so, this looks like a keyboard hardware problem, or
a problem with the UNIX drivers, or something specific to dtcalc. I'd
try swapping this keyboard to another system, and swapping a known-working
keyboard over to this system...
I'd also check and see if one of the "setld -d" deleted subsets contained
any keyboard mapping files -- though I'd expect this to have caused some
problems rather more obvious than this. (Some of the folks over in the
UNIX notes conference will know more about the contents of the subsets.)

I asked the following test to customer.
In fact, I suspect that a freeware cd program have made some keyboard
remapping or something strange.
Step 1 : backup / and /usr on one tape the dtcalc not working system.
Step 2 : try to reboot these system.
when rebooted, don't run any other prog.
test with dtcalc.
If problem occurs once more, do in order the following steps :
Step 3 : Reinstall from scratch the OS.
Don't install NSR, fortran, or any other additionnal subset.
Choose only the ALL OF THE ABOVE in the installation
menu.
%%%%% DON'T INSTALL FREEWARE CDROM PLEASE %%%%%
Configure network, automount, mail (8-]) .....
Reboot,
try again dtcalc...
Step 4 : Only if dtcalc works fine in step 3
try to add the additional subset (nsr, fortran,.... )
%%%%% DON'T INSTALL FREEWARE CDROM PLEASE %%%%%
reboot
try again dtcalc.
Step 5 : Only if dtcalc works fine in step 3 %%% AND %%% step 4
try now to install and run your freeware cd programs.
and test dtcalc.
I remember you that
NO SUPPORT IS PROVIDED FOR FREEWARE PROGS
