-is the OBR is actif when the pc is power off ?
-then the pc boot, what is the status of the OBR (active or passive)
-when the pc is only power on (no boot), what is the status of the
OBR (active or passive)
-where is the pointer for the OBR documentation

There's not much documentation for OBR's. Digital doesn't make one,
but you can order them from companies like AMP. We do document the
pinouts for our OBR connector. That documentation is included in the
DEFEA and DEFPA owner's manuals.

I'll take a stab at answering your questions.
-is the OBR is actif when the pc is power off ?
The OBR is in "deinsert" state when power is off:

In deinsert state your node talks to itself and the network
doesn't see your node at all (except for power loss).
-then the pc boot, what is the status of the OBR (active or passive)
-when the pc is only power on (no boot), what is the status of the
OBR (active or passive)
The OBR will remain in deinsert state until a device driver initializes
the FDDI adapter and transitions it to operational state. Only then
will the adapter put the OBR into "insert state:

In insert state the OBR connects you to the network like a normal
connection.
