        Hello all,
    
    I'm seeing the "Seconds since last zeroed" field of 2 nodes circuit
    counters being cleared every time "User buffer unavailable" increments.
    
    It's a mixed interconnect VAXcluster, VMS 5.5-2, DECnet PhaseIV,
    DEMFA's, FXDRIVER "X-22A1". Of the 3 boot nodes, 2 are routers (6610,
    6520). There is a very hogh rate of DECnet multicast traffic
    (~150/second), and UBU's are periodically logged in bursts of 20-50
    every 2-5 minutes on the boot nodes; suspicion is that Endnode hellos
    are responsible, as the non-routing node is not logging UBU's. Receive 
    buffers are set to 32 on MFA-0, there are no device errors on FXA0, and 
    memory pool is not expanding. The circuit counter timer is set to
    28800. All 3 bootnodes have DEMFA's at version 1.4
    
    Is this known/expected behaviour? Has anyone seen this before?
