I have a couple of questions on the out of band management port on
the DECconcentrator 500.
Is it possible to reset the counters values through this interface
without resetting the entire concentrator ?
Does this interface support any kind of unsolicited alarm notification
mechanism ?

No

No. You really need the DECmcc Concentrator AM or an SNMP
NMS to query the device then trigger notifications/alarms
based on the value.
