I tend to use a book from NAC called "Introduction to Network Performance"
It covers things like Evaluating Network Performance, Response Time,Throughput,
Resource Utilization...Very good indeed..

				  Abstract
    This report covers the fundamentals of IP network performance, as well
    as many of the specific issues faced by implementors, system managers,
    and application programmers.  Topics include the IP, ICMP, and ARP
    layers; the TCP protocol; efficient implementation of transport
    protocols; the Network File System (NFS); the Domain Name System (DNS);
    and application layers including Telnet, FTP, SMTP (electronic mail),
    the X Window System, and the Simple Network Management Protocol
    (SNMP).  The intent is to give technically skilled readers a firm
    understanding of the principles and specifics behind the performance of
    implementations of the IP family of protocols.
				***NOTE***
    This Research Report is an expanded version of one chapter of "The
    Internet Systems Handbook", edited by Daniel C. Lynch and Marshall T.
    Rose, to be published in 1992 by Manning Publications Co. and
    Addison-Wesley Publishing Company.
