|  | I've audited the bylaws and found a few places where our bylaws were not
in compliance with the NCUA requirements. What I've posted now has those
places fixed. I've also changed the special meeting requirements
to 200/1000 because we've received work back from the NCUA of their approval.

    I must say, that a pointer to copy would have been much nicer...  I 
    can't imagine what those people who extract notes nightly have just
    gone through with two topics (3.1,3.2) with over 1200 lines each!
    And the poor DECwindows Notes people, just filling the buffer can
    take an EON...

I prefer it in the notes file.
Notes files do not have their users get TFSO'd and the files deleted,
which is happening.  One place for all of the information is quite
useful and helpful, IMHO.
DW Notes needs to be fixed. :-)

    I can help on that one.  This is specifically defined by the laws of
    the state of incorporation.  It prevents any member from getting an
    account in the name of his dog and using that account to cast more
    votes in the election than he is entitled to.

|  |     RE: .4 My understanding from the last time I reviewed the charter is
    that organizations made up of Digital employees can have voting
    accounts. For example, I believe the Toastmasters in NIO has a DCU
    account. Usually a natural person is designated to vote on the
    organizations behalf.

      "Natural Person"  is a legal term which basically means a 
    	single warm blooded human being.
    
      The law also recognizes 'non-natural persons'  Such as corporations,
    partnerships (I think) etc, which are accorded/denied rights 
    based on a different set of legal standards.
    
      In most  cases,  "natural persons"  have greater rights than
    non-natural persons, Particularly as they relate to privacy etc.  
    A 'non-natural' person may be required to routinely  make certain
    types of "non transactional"  records public  which would be 
    considered "private" (I.E. a warrant/court_order would be required)
    in the case of a natural person.
    
      In this case,  the by-law just seems to say that "Normal" people 
    must vote in person,  but any corporate (or non-natural) account
    holder may designate  an agent/attorney to vote their interest.
    
      My understanding, based on what I read in here a few years ago
     was that the only "Non-natural"  credit union member was  DEC,
     who seems to have put up a large chunk of money at one time 
     to help get DCU off the ground.
