U.S. sovereignty begins and ends at our borders, just as every other
country's sovereignty begins and ends at its borders. While another 
country's concept of justice, and its implementation of that concept 
in its legal system, may not be the same as ours, we must accept another 
country's concept of justice and legal system when in that country. 
What has happened to Ron is most unfortunate, and while the Aruban
government, from our viewpoint, is undoubtedly overreacting, it is also
likely acting in accord with its legal system. Ron was ill-advised to
enter Aruba (or any other country) without proper documentation,
ownership papers, etc. The U.S. government does not take kindly to
undocumented foreign vessels entering our waters and has seized those
vessels and imprisioned the crews (after charging them with illegal
entry or something). 
Please do not construe my remarks as condoning the actions of the Aruban 
government or as a lack of sympathy for Ron. I'm collecting signatures 
on the petition.

|  |     I found a quick article about this in the paper last night. I was
    going to reprint the article here, but I forgot it. It mentioned
    that he is being charged with falsifying documents. There is a trial
    scheduled and a laywer on his way down there. Something was said
    about the trial being equivelent to a grand jury here. Also, a comment
    was made stating optimism about his quick return home. I don't remember
    word for word what the article said, maybe someone else saw it and
    can tell more. I saw it The Midlesex News I think it was about half
    way through section A if you want to look for it. 
    
    			Here's hoping he makes it back soon.

   CURRENT STATUS IS AS FOLLOWS:
   - LAST WEEK THE U.S. CONSULATE IN WASHINGTON WAS ORDERED TO ARUBA TO 
     INVESTIGATE THE SITUATION WITH RON'S CASE
   
   - WHILE IN ARUBA, THE U.S. CONSULATE FINALLY GOT THE ARUBAN GOVT. OFF THE
     DIME AND HAD RON FORMALLY CHARGED WITH "INTENT TO FRAUD THE GOVT". THIS
     ALLOWED A TRIAL DATE TO BE SET (FINALLY). RON'S TRIAL IS SCHEDULED FOR
     22 MAY, 1987.
   - THE ARUBAN GOVT. HAS LET UP A BIT IN RON'S TREATMENT IN THAT HE IS NO 
     LONGER IN SOLITARY CONFINEMENT. HE IS NOW IN A CELL WITH THREE OTHER
     INMATES (RON HAS IN FACT CONFIRMED THAT THIS IS BETTER VIA TELEPHONE TO
     JOAN). AT LEAST NOW HE HAS SOMEONE TO TALK TO.
   - AMNESTY INTERNATIONAL HAS HELPED PUT JOAN IN TOUCH WITH THE INTERNATIONAL
     DEFENSE COUNSEL IN REFERENCE TO AN INTERNATIONAL LAWYER WHO HAS WORKED
     TRIALS IN ARUBA BEFORE AND IS QUITE FAMILIAR WITH THE LAWS, COURTS, AND 
     PRISON SYSTEM DOWN THERE. JOAN HAS HIRED HIM TO WORK WITH RON'S LAWYER IN
     ARUBA. 
   - THE LAWYER FROM THE INTERNATIONAL DEFENSE COUNSEL WAS VERY VERY IMPRESSED
     WITH THE PETITION. HE HAS ASKED JOAN TO HOLD OFF SENDING IT FOR A FEW DAYS
     WHILE HE TRIES A COUPLE OF ANGLES WITH THE ARUBAN GOVT. HE SAID THAT THIS
     PETITION WILL HAVE A VERY SIGNIFICANT IMPACT IF IT IS DISTRIBUTED IN
     WASHINGTON AND WANTS TO WORK WITH THE ARUBAN AUTHORITIES TO MAKE THEM
     AWARE OF THE NATIONAL EMBARRASSMENT THEY WILL FACE IF THIS PETITION IS
     DISTRIBUTED (IN ESSENCE, HE IS TRYING TO MOTIVATE A SETTLEMENT PRIOR TO
     THE TRIAL DATE).
   - ON THE PETITION, THE FINAL TALLY OF SIGNATURES IS APPROACHING 3,000. A
     TOTAL OF 20 COPIES HAVE BEEN PRODUCED FOR DISTRIBUTION IN WASHINGTON AND
     WILL INCLUDE COPIES TO PRESIDENT REGAN, VICE PRESIDENT BUSH, SEN. KENNEDY,
     HAROLD EISNER (DEPT. OF STATE), ET AL. AS I SAID EARLIER, THE ACTUAL 
     MAILINGS OF THE PETITION ARE BEING HELD OFF AT THIS TIME UNDER THE 
     DIRECTION OF RON AND JOAN'S LAWYERS.
    PLEASE THANK EVERYONE AT YOUR END THAT MADE THE PETITION DRIVE SUCH A
SUCCESS. IT HAS ALREADY HAD QUITE AN IMPACT ON GETTING THINGS MOVING ON THIS.
PRIOR TO THE INVOLVEMENT OF ALL OF RON'S FRIENDS AND FELLOW EMPLOYEES, THERE
WAS NO MOVEMENT AT ALL IN BRINGING THIS TO A CONCLUSION. AT LEAST THERE IS A
STAKE IN THE GROUND NOW WITH THE TRIAL DATE SET AND GOOD LEGAL RESOURCES HAVE
BEEN IDENTIFIED AND HIRED TO WORK IN RON'S BEHALF. I WILL TRY TO KEEP YOU
UPDATED PERIODICALLY AS THINGS PROGRESS. OF COURSE, IF THERE IS SIGNIFICANT
