    I turn on the oven before I do any mixing to allow ample time for
    preheating.  Perhaps it needs to be calibrated -- I think I'll go out
    and purchase an oven thermometer to see if 350 degrees is what I'm
    really getting.
    
    The size of my pan was a little small but deep; this might be a
    problem.
    
    I also found out that I forgot to put two tablespoons of water -- maybe
    this was a significant factor.

    Some brownies are  supposed to be a little gooey--baked, yes, but very
    moist in the middle. 
    
    If the other suggestions don't help, add another egg to the batter.
    You'll end up with "cake-like" brownies.

    I know, I know, it's been years since I've followed up on this. 
    Anyway, ...
    
    I found that my problem was that I was assuming that I had the correct
    size pan.  Well, I didn't -- I needed to use a 9x13 pan and was using
    something small but with the same basic shape.  I've change the pan and
    the brownies are wonderful.  Also, I have a new oven that beeps for me
    when it is preheated -- so that problem is gone too.
