Does "downsizing" mean "reducing headcount" or does it mean
"moving to smaller computers"?

Last week I was in both Ukraine and UK, watching some English language
TV in both.
On one of the channels I saw a Data General advert which is promoting
their new range of down-sizing systems as a means of escape from the
shackles of the mainframe, its era and its mentality.
