Where can I find the lastest version of the utility VMS2Tar and
TAR2VMS?

If you use anonymous ftp to gatekeeper.dec.com there are
versions (not necessarily the "latest") in the /pub/VMS
directory. POSIX for OpenVMS will have a tar, and there is
likely an OpenVMS version of GNU tar as well.
